Neva Information Technology Centre LLC (Russian: ООО «Центр информационных технологий „Нева“», ООО «ЦИТ „Нева“») is a separate IT company engaged by EES for projects involving software, databases and integrations. Its work includes software development and enhancement, implementation, testing, maintenance and technical support.

Vladislav Naganov works with the Neva IT Centre team as Head of the EES practice and does not hold a position in that company. In joint projects, he contributes to problem definition and the alignment of requirements, contractual terms, project stages and acceptance procedures. The technology team is responsible for software architecture and development, integrations, technical testing, implementation and maintenance.
This division of work allows a customer to understand who makes the legal and managerial decisions, who is responsible for technical implementation and which documents evidence the result of each stage.

From 2017 to 2026, Vladislav Naganov served as Chief Executive Officer of Effective Technology Solutions LLC (ETS; Russian: ООО «Эффективные технологические решения», ООО «ЭТР»).
The full legal name of the organisation is Общество с ограниченной ответственностью «Эффективные технологические решения»; INN 5047207000; OGRN 1175029031484.
ETS developed specialised software and digital services for housing and utilities organisations, power-sector repair businesses and other sector-specific customers. Vladislav Naganov managed the company and its project teams, organised interaction with customers and participated in problem definition and the alignment of requirements, contracts, stages, data procedures, testing and acceptance.
Software products were created by the ETS team and engaged technical specialists. Vladislav Naganov’s role was managerial: he connected the customer’s objectives with the work of developers, contractual terms and the documents required for delivery and acceptance.
Under Vladislav Naganov’s management, a decision was taken in 2025 to restructure ETS; the Russian legal entity is undergoing liquidation. In 2026, Vladislav Naganov ended his tenure as Chief Executive Officer and ceased to be a member of ETS. Read more about the ETS restructuring.

Council of Deputies of the Khimki Urban District
Elected municipal office, 2016–2021
In 2016, Vladislav Naganov was elected to the Council of Deputies of the Khimki Urban District in the Moscow Region. Until the end of his term in 2021, he served as Deputy Chair of the committee on housing, utilities and urban improvement.
His work as a deputy included reviewing residents’ submissions and matters concerning apartment-building management, urban improvement and the interaction between property owners, management companies, contractors and municipal authorities. This experience provided practical insight into how legal and managerial decisions are made and implemented in municipal services.

Apartment-building councils
In 2017, Vladislav Naganov participated in an open event for property owners concerning the formation of apartment-building councils and the conduct of general meetings.
Together with lawyers and housing specialists, he explained the powers of building councils and the procedure for electing them. Property owners were offered legal and organisational assistance in preparing general meetings. The owners of premises in each building made the decisions on forming a council and electing its members.
The work continued in 2018. According to information provided by Vladislav Naganov, and with legal and organisational support from him, lawyers and housing specialists, property owners elected councils in more than 120 apartment buildings. The decision in each building was made by a general meeting of its property owners.

Khimki Eco-Centre
In 2020, the Khimki Eco-Centre opened as a project combining the reuse of goods, separate waste collection and environmental education.
As a municipal deputy, Vladislav Naganov supported the launch of the Eco-Centre, participated in its public presentation and spoke about its educational objectives.
According to information provided by Vladislav Naganov, the Eco-Centre ceased operations in 2021 after his term as a municipal deputy ended.

Legal and public-interest work
Russian Public Institute of Electoral Law
Professional work, 2007–2012
Vladislav Naganov worked as Adviser to the Executive Director of the Russian Public Institute of Electoral Law. His work involved electoral legislation, legal analysis, the organisation of observation and preparation of materials concerning the conduct of elections.
His work at the Institute ran concurrently with legal support for election campaigns at federal, regional and municipal levels. This professional stage ended in 2012.
Independent Election Observation Group in the Moscow Region
Public-interest project, 2013–2016
From 2013 to 2016, Vladislav Naganov led the Independent Election Observation Group in the Moscow Region. The group trained observers, collected and organised information about voting, analysed reports received and presented its observation findings.
In 2014, the Independent Election Observation project received the Governor of the Moscow Region’s “Our Moscow Region” Prize.

Monitoring Working Group of the Presidential Council for Civil Society and Human Rights
Participation in the group, 2015–2016
From 2015 to 2016, Vladislav Naganov participated in a monitoring working group of the Presidential Council for Civil Society and Human Rights dealing with regional and municipal elections.
This was participation in a specific working group, not membership of the Council itself. The work ran concurrently with his leadership of the Independent Election Observation Group in the Moscow Region.

International election observation
In 2009, Vladislav Naganov participated in an election observation mission of the OSCE Office for Democratic Institutions and Human Rights in Kyrgyzstan. In 2011, he joined a mission of the Russian Foundation for Free Elections in South Ossetia.
In each case, he participated as a member of the relevant organisation’s mission.
