Vladislav Naganov graduated in Law from the Moscow State Law Academy in 2007. His legal education and professional practice enable him to consider a legal rule together with the factual circumstances and the practical manner in which a decision would be implemented.

When preparing a legal position, he compares the evidence, calculations, contractual terms and actions of the participants. When reviewing documents, he checks that the contract, technical specification, correspondence and acceptance records do not describe the same deliverable in different ways. This reduces the risk of a dispute, an obligation that cannot be performed, or formal acceptance of a result that does not meet the underlying requirement.

A procurement procedure defines the future relationship between the customer and the supplier. The customer’s need must therefore be expressed through a specific scope, justified stages, measurable requirements and a clear acceptance procedure.

Vladislav Naganov determines what must be delivered at each stage, which documents evidence performance, how the price relates to the scope of work, who owns the resulting materials and how changes are documented. From 2016 to 2021, Vladislav Naganov was a member of the Council of Deputies of the Khimki Urban District in the Moscow Region and Deputy Chair of its committee on housing, utilities and urban improvement. This work gave him practical insight into municipal services and the interaction between public authorities, institutions, contractors and residents.

Technical documentation and product materials

The technical substance of a project must be expressed precisely in the documents used by the customer, the supplier and the party accepting the result. An ambiguous term, an omitted condition of use or a discrepancy between a technical specification and business correspondence can affect both performance and evaluation of the deliverable.

Vladislav Naganov contributes to the preparation of technical specifications, process and operating documents, safety requirements, business correspondence and product presentation materials. Experience managing IT projects

From 2017 to 2026, Vladislav Naganov served as Chief Executive Officer of Effective Technology Solutions LLC (ETS). The company developed specialised software and digital services for housing and utilities organisations, power-sector repair businesses and other sector-specific customers.

Managing an IT company and project teams gave him practical experience across the principal stages of a digital project:

  • defining the assignment and translating customer processes into system requirements;
  • determining the data scope and rules for migration and reconciliation;
  • defining user roles and access rights;
  • aligning the contractual scope, stages, deadlines and rights in deliverables;
  • organising testing and acceptance;
  • preparing a system for operational use and coordinating user documentation.

This experience helps Vladislav identify which decisions a customer must make before development begins, what information the technology team needs, how requirements should be recorded in the contract and technical specification, and against which criteria the deliverable should be accepted.

Software architecture, development, integrations and technical testing are performed by subject-matter specialists. In such projects, Vladislav is responsible for problem definition, requirements, the contractual model, organisation of the work and interaction between the customer and the technology team.

Professional stage at Effective Technology Solutions, 2017–2026

How these areas of expertise developed

Legal practice taught Vladislav to work with evidence, contradictions and procedural requirements. Municipal office provided insight into how decisions are made, implemented and reviewed in the public sector. Managing an IT company added experience in framing assignments for developers, working with data, contractual structuring and the acceptance of digital systems.

From 2017 to 2021, his term as a municipal deputy and his management of ETS ran in parallel. The combination of these roles enables Vladislav Naganov to see not only an isolated legal, managerial or technological issue, but also how it affects the other parts of a project.

Since 2026, Vladislav Naganov has led the Complex Projects Practice at Effective Engineering Solutions LLC. In EES projects, he analyses the initial situation, establishes the work plan, participates in key discussions with the customer, aligns documentary requirements and coordinates the engaged specialists.

Where necessary, EES engages lawyers from different fields, procurement and financial specialists, software developers, engineers, experts and testing organisations. Complex assignments are contracted and delivered through EES.
