Education

In 2005, Vladislav Naganov completed a specialist course in electoral law delivered by the Central Election Commission of the Russian Federation and the Moscow State Law Academy.

In 2007, he graduated from the Moscow State Law Academy with a degree in Law.

An interest in electoral law developed during his studies and shaped the first extended stage of his professional career.

Electoral and public law, 2007–2016

From 2007 to 2012, Vladislav Naganov worked as Adviser to the Executive Director of the Russian Public Institute of Electoral Law. His work covered electoral legislation, legal analysis and organisational matters related to elections and public observation.

From 2007 to 2016, he provided legal support for election campaigns at federal, regional and municipal levels. These included the 2007 election to the State Duma, the 2009 election of the head of the Odintsovo District in the Moscow Region, the 2012 election of the head of the Khimki Urban District and the 2013 Moscow mayoral election.

In 2009, Vladislav Naganov participated in an election observation mission of the OSCE Office for Democratic Institutions and Human Rights in Kyrgyzstan. In 2011, he joined a mission of the Russian Foundation for Free Elections in South Ossetia.

From 2013 to 2016, he led the Independent Election Observation Group in the Moscow Region. From 2015 to 2016, he participated in a monitoring working group of the Presidential Council for Civil Society and Human Rights dealing with regional and municipal elections.

This work required documents, facts and the positions of participants to be compared quickly under strict time constraints.

Council of Deputies of Khimki, 2016–2021

In 2016, Vladislav Naganov was elected to the Council of Deputies of the Khimki Urban District in the Moscow Region. Until the end of his term in 2021, he served as Deputy Chair of the committee on housing, utilities and urban improvement. His work as a deputy included reviewing residents’ submissions and matters concerning apartment-building management, urban improvement and the interaction between property owners, management companies, contractors and municipal authorities. It gave him direct insight into how legal and managerial decisions are implemented in municipal services.

In 2017, Vladislav Naganov, together with lawyers and housing specialists, took part in an open event for property owners concerning the formation of apartment-building councils and the conduct of general meetings.

In 2020, Vladislav Naganov participated in the public presentation of the Khimki Eco-Centre and spoke about its educational objectives.

Management of Effective Technology Solutions LLC, 2017–2026

In 2017, while continuing to serve as a municipal deputy, Vladislav Naganov became Chief Executive Officer of Effective Technology Solutions LLC (ETS). He held that position until 2026.

The company developed specialised software and digital services for housing and utilities organisations, power-sector repair businesses and other sector-specific customers.

As Chief Executive Officer, Vladislav Naganov organised the company’s interaction with customers and project teams and participated in defining assignments, system requirements, work stages and contractual terms. His management responsibilities covered data, rights in development deliverables, testing, acceptance, preparation of systems for operational use and coordination of user documentation.

This stage provided practical experience in managing IT projects in which software development is connected with sector-specific processes, contracts, source data and acceptance procedures.

In 2025, ETS announced a corporate restructuring connected with plans to develop international technology projects through a separate organisational structure. In 2026, Vladislav Naganov ended his tenure as Chief Executive Officer and ceased to be a member of ETS. On 17 August 2026, the Russian legal entity, Effective Technology Solutions LLC, ceased to exist upon completion of its liquidation.

Effective Engineering Solutions LLC, since 2026

Since 2026, Vladislav Naganov has been a Partner and Head of Complex Projects Practice at Effective Engineering Solutions LLC.

Professional recognition

In 2014, Vladislav Naganov received the Governor of the Moscow Region’s “Our Moscow Region” Prize for the project Independent Election Observation.

At the end of his municipal term in 2021, he received a commendation from the Head of the Khimki Urban District for his contribution to the development of the city.
